Bhopal Police Issue Order to Curb Hate Speech Through Social Media

BHOPAL – The police in Madhya Pradesh’s city of Bhopal issued a prohibitory order aimed at curbing the misuse of social media platforms in spreading hatred, inciting violence, and disrupting communal harmony.

The order was issued on Saturday under Section 163 of the Indian Civil Security Code, 2023 and came into immediate effect. The order will remain in force for the next two months, an India Today report said. 

The police action came after concerns were raised that certain anti-social elements have been misusing platforms such as Facebook, WhatsApp, Twitter, and Instagram to circulate objectionable messages, images, and videos that could provoke communal tensions.

Authorities have warned that any violation of the directive will invite stringent legal action.

Even liking, commenting on, forwarding, or sharing such content is deemed a violation of the directive, the order stated. Social media group administrators are held accountable for ensuring that no objectionable content circulates within their groups.

Besides, the directive also forbids the spread of rumours, distortion of facts, or promotion of illegal activities that could lead to violence or unrest. It also bars people and organisations from using social media to call for gatherings that may result in unlawful activities or public disorder.

Cybercafe owners in Bhopal have also been directed to verify the identity of all users through valid ID proof. They must maintain a visitor register and install webcams to capture user photographs as a security measure.

Bhopal Police have made it clear that violations of the order will be dealt with strictly, without prior notice. However, individuals found in breach of the directive will have the right to appeal under Section 163 of the Indian Civil Security Code, 2023.
