NEW DELHI — In the wake of the COVID-19 pandemic, the country’s rural job scheme, the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), emerged as a crucial safety net for millions of rural workers. However, budgetary constraints and administrative issues threaten its efficacy, exacerbating concerns over rising unemployment and economic instability.

The pandemic’s economic fallout has disproportionately impacted jobs and livelihoods, particularly in the informal sector. MGNREGS, designed to provide 100 days of guaranteed work per household, witnessed an unprecedented surge in demand, with a record 133 million people seeking employment in 2020-21. Despite relative stability in the country’s economic growth, the employment landscape remains dominated by low-quality jobs in the informal sector, according to the India Employment Report 2024.

The political landscape adds another layer of uncertainty. While the ruling Bharatiya Janata Party’s manifesto for the 2024 general election lacks mention of MGNREGS or a national minimum wage, the main opposition Indian National Congress pledges to raise the wage under MGNREGS to Rs 400 per day.

Unemployment emerges as a top concern among voters, with a Lokniti-CSDS pre-poll survey highlighting widespread anxiety. Rural wages continue to decline, exacerbating the demand for MGNREGS jobs. However, budget allocations have consistently fallen short, prompting parliamentary committees to express concern over the reduction in funds.

The reduction in funds has baffled experts and parliamentary committees alike. Despite increasing demand, budget allocations have dwindled leading to delays in wage payments and clearance of arrears. Concerns over wage disparity and delayed payments further compound the challenges faced by MGNREGS workers.

The situation is particularly dire in West Bengal where funds have been stalled for two years, leaving thousands of workers in distress. However, state Chief Minister Mamata Banerjee has pledged to clear payments for millions of workers, highlighting the crucial role of MGNREGS in providing livelihoods, especially during crises like the pandemic.

As India grapples with mounting unemployment and economic uncertainty, the future of MGNREGS hangs in the balance. Once hailed as a beacon of hope for rural workers, the program now faces an uphill battle to fulfil its mandate amidst funding cuts and administrative hurdles.
