Jamaat Unveils New Policy Document; Pushes for Dialogue At Grass-root Level to Overcome Hatred

NEW DELHI — The President of Jamaat-e-Islami Hind Syed Sadatullah Hussaini on Saturday expressed grave concern over the prevailing hate-filled environment particularly lynching incidents and attacks on Muslims and weaker sections in the country. He said mob lynching and hate crimes have now become a social problem, not only a political one and it needs to be tackled at all levels.

Unveiling the new Policy and Programme document of the Jamaat-e-Islami Hind here at the Press Club of India on Saturday, Hussaini outlined the Jamaat’s new 4-year term programme saying the organisation’s main initiative will be rebuilding social unity and integrity at grass root level in order to counter hatred and misgivings spread by the communal forces and it will also make a creative intervention in prevailing discourse in the country.

“There is an urgent need to dispel the misconceptions around Islam. For example, people should know that Islam is the antithesis of terror; it means peace and faith that came to bring an end to terror. So, one of the major initiatives that Jamaat would be undertaking as part of implementing its new Policy-Programme for 2019-23, is to start a process of dialogue between various groups at all levels – among intellectuals, students, youth, religious leaders and the general public and this will provide an opportunity to remove misgivings and falsehoods about Islam and Muslims and this is the need of the hour,” Jamaat chief said.

Without taking the name of RSS and other communal outfits, he said: “there are some forces who are trying to destroy our social fabric and unity and spread communal hatred in the country for petty politics.”

When asked about a BJP member of parliament raised the issue of “illegal” mosques in the national capital, he said there is a need to see the ownership documents while making it clear and that a mosque or graveyard cannot be built on illegal land and by forbidden means. The BJP leader might have raised the issue for political purpose, he added.

BJP MP Pravesh Verma has submitted a list of 54 mosques and two graveyards to the Lieutenant Governor of Delhi seeking investigation into the matter.

What he thought about uniting Muslims of all religious denominations, Jamaat chief quipped, “No doubt, unity among the ranks of Muslims is a prerequisite in the present precarious atmosphere and Jamaat will strive for it but there should also need to forge unity between Muslims and other oppressed classes as well as among all the Indian citizens. He also cautioned that without unity and harmony among the various sections of the society, India cannot move forward on the path of progress and development.”

Besides, social and communal harmony programme, another new initiative in this term will be a creative intervention in the present discourse at the national and international level and presenting Islamic thoughts and narrative to counter contemporary thoghts, Jamaat chief said.

Earlier, briefing about the new Policy-Programme, Muhammad Salim Engineer, Vice President the Jamaat, said Jamaat will focus on the Indian society while implementing its new programme. “Universal values need to be protected and attempts will be made to dispel the atmosphere of distrust and conflict and Jamaat will also promote youth, children, and women by channelizing their energies to sustain its programmes and activities, he added and also emphasized that “spreading the message of Islam and removing misunderstanding about Islam and Muslims is the need of the hour”.

“Jamaat will also strive for healthy reforms in the Muslim community along with their safety and security would be high on our priority list. Establishing peace and justice in the country along with serving people and caring for their education is also an important part of our programme. The training of our cadre and organizational growth would also receive due attention”, Salim Engineer said.

Some of the major domains and fields in which Jamaat-e-Islami Hind (JIH) would work and carry out activities for the above-mentioned current term include the following but not limited to:

Communication of True message of Islam: Communication of Islam’s true message and removing misunderstandings.

Reform in Muslim society: Reform the Muslim society according to Islamic ideals focusing on families, women and youth. (Improving the condition of Muslim women and reforming families and their practices).

Security and Development of Muslim Community: Working on the social, educational and economic empowerment of Muslims.

Promoting healthy values and improving community relations in Indian Society: Preservation of healthy values in Indian society and to eliminate societal evils. Also, to bridge the gap between communities by reducing misunderstanding and avoiding conflict through healthy communication and encouraging due regard to mutual rights, tolerance, and respect for humanity.

Peace and Justice in the Country: Efforts to establish peace and justice and to develop the country on the basis of universal ethical values.

Social Service: Efforts for the eradication of poverty, disease, illiteracy, hunger and unemployment and providing relief during disasters.

Research and Academics: Carry out research activities and to cultivate, develop and present Islamic thought in the context of the present situation (both national and global) and contemporary challenges.

Education: Supporting the government in developing universal, appropriate, affordable and value-based education and working for the educational development of Muslims and other backward communities.

Tazkiyah: Purification, refinement, and growth along with tarbiyah (training, capacity building, skill development) of the associates and members of JIH.

Organisational development: expansion of JIH in terms of numerical strength and across various domains and fronts.

Security and Development of Muslim Community

• Muslims would be urged to take necessary measures, within the boundaries of Shariah and law of the land to defend themselves against assaults on their life, property, honour, and dignity by seeking the cooperation of all justice-loving elements in society.

• Waqf properties need to be protected and properly utilized. The government and their custodians will be alerted about their responsibilities as also Waqf Cells would be formed to protect and utilise Waqf properties.

• Planned measures need to be adopted for the economic betterment of Muslims.

• Regular fruitful contact is required among Muslim professionals, scholars, bureaucrats, legal experts, industrialists and businessmen to utilise their services and talents for community development.

• Entrepreneurship Development Centres to be established.

• Contact will be maintained with lawmakers to draw their attention to community problems and seek their intervention.

Indian Society

• Forums would be initiated for better communication among citizens e.g. FDCA (Forum for Democracy and Communal Amity), Sadbhawna Manch and Dharmic Jan Morcha.

• Government machinery would be reminded of its duty to ensure respect for law and maintenance of peace.

• Bodies should be formed, with the cooperation of citizens, to promote virtue and eradicate evil.

•  Local efforts and social media to create public awareness against alcohol consumption and to ensure the imposition of the legal ban on liquor. Counseling will be provided to addicts.

• Self-Help-Citizen-Committees to solve local problems.


• Efforts to develop healthy ethos based on moral values, where justice would prevail and socio-economic discrimination is eliminated. The guidance of Islam would be taken for the same.

• Strive at various levels, to eradicate communalism and fascism.

• Provide alternatives to unjust policies in politics, economy and education. Oppose capitalist exploitation.

• Educate public against oppression of women and foeticide.

• Raise voice against corruption. Check corruption by cultivating faith in God as well as sense of accountability and develop effective regulatory mechanism.

• Oppose the actions of imperialist forces to control and subjugate independent countries. Condemn the violence and atrocities directed against masses, demanding their due rights.

• Advocate complete liberation of Palestine, endorse independent state of Palestine and condemn excesses by Israel.

• Educate the public and policymakers in favour of Islamic economy and banking; to pave the way for the establishment of Islamic banks, provision of interest-free accounts and promotion of Islamic financial products.

• Advocate protection of civil rights and provision of legal aid and guidance to victims. Forums to be established at the state level.

• Islamic teachings to be presented for solving the environmental crisis.

Social Service

• JIH will continue, without any discrimination, its efforts to provide rehabilitation, legal and medical aid to victims of man-made or natural calamities, epidemics or riots.

• Strive to solve the problems of poor localities and work for the provision of basic needs in such areas.

• In at least one poor locality in one-fourth of its units; JIH shall seek the cooperation of noble elements, forums, and local bodies, to provide basic facilities of education, health, hygiene and microfinance.

• Employment guidance.

• In selected cities, cells will be formed to assist people get medical treatment. They will guide people about public and private welfare schemes regarding free or subsidised medical treatment.

Islamic Thought

• Strengthening the Centre for Study and Research (CSR) and Tasneefi Academy (which produces JIH literature)

• Literature preparation on policy alternatives, translation of useful books (Urdu to English as well as various languages to Urdu)

• Academic workshops and initiatives on new challenges and evolution of thought to counter negative propaganda against Islam and Muslims.


• Critical review to be done of government’s policies and syllabi and the flaws in public and private text-books to be pointed out.

• The state shall be reminded of its duty to provide free or affordable education to all. Practical steps for the same to be identified including mobilizing public opinion and passing the necessary legislation.

• Awareness campaign to be launched to promote education among Muslims and improve the standard of institutions linked with JIH.

•  JIH, according to its capacity would establish educational institutions.

• Resource websites would be launched to help teachers provide instruction of high academic standards, with the Islamic viewpoint.

• Scholarships would be arranged for students of social sciences and subjects relevant to civil services.


• Youth forums would be formed in all zones to utilise their energies for the constructive purpose and for the service of society and the country.

• Cooperation would be sought from and extended to like-minded organizations and forums.
