NEW DELHI — Samajwadi Party MLA Rais Shaikh has urged the Mahavikas Aghadi Alliance (MVA) to incorporate 11 key points addressing the needs of the minority community into its upcoming manifesto for the Maharashtra Assembly elections. Shaikh has submitted a formal letter to Prithviraj Chavan, chairman of the MVA manifesto committee and a senior Congress leader, advocating for comprehensive policy changes and initiatives benefiting Muslims and other minority communities. The manifesto committee includes representatives from the Congress, Shiv Sena (Uddhav Thackeray faction), and the Nationalist Congress Party (NCP) led by Sharad Pawar.
Shaikh’s letter primarily focuses on educational and economic initiatives aimed at promoting minority welfare. Among the demands:
1. Muslim Student Scholarships: Shaikh proposes that Muslim students receive full scholarships, similar to those offered to other backward classes (SC/ST/OBC), instead of loans, which he believes place an undue financial burden on minority families.
2. 5% Reservation for Muslims in Jobs and Education: To provide greater access to economic and educational opportunities, Shaikh calls for a 5% reservation for Muslims in government jobs and educational institutions, an issue that has seen political debate but has not yet been enacted.
3. Dismantling the Love Jihad/Interfaith Investigation Committee: Shaikh advocates for the disbandment of the controversial “Love Jihad” committee, which investigates interfaith marriages with alleged claims of religious conversion, citing the lack of substantial evidence or registered cases despite claims by BJP leader Mangal Prabhat Lodha. The committee, he argues, unfairly targets minority communities, fostering unnecessary division and prejudice.
4. Cancellation of Religion-Based ITI Admission Restrictions: The letter calls for reversing restrictions on admissions to Industrial Training Institutes (ITIs) that are reportedly based on religion, a policy Shaikh describes as discriminatory.
Economic Support and Development Initiatives
To address socio-economic disparities among Muslims, Shaikh proposes:
1. A ₹10,000 Crore Budget for Muslim Welfare Programs: Shaikh urges the MVA to allocate substantial financial resources specifically for the welfare of Muslims, including support for community development programs and social services.
2. Socio-Economic Survey of Muslims: A statewide survey to gauge the socio-economic status of Muslims, ensuring funds and resources are allocated in alignment with actual community needs. This survey would serve as a tool for the government to design more targeted welfare programs for minorities.
3. Protection for Power Loom Workers: Recognising the importance of the power loom industry, which employs many Muslims in Maharashtra, Shaikh suggests targeted policies and protections to safeguard the livelihoods of those in this industry.
4. Establishment of a Research and Training Institute Named After Dr APJ Abdul Kalam: Shaikh proposes a new institute dedicated to research and training for minority communities, named in honour of Bharat Ratna Dr APJ Abdul Kalam. This centre would serve as a source of education, skill development, and inspiration for minority youth.
5. Strengthening the Minority Commission: Shaikh calls for reforms to make the Maharashtra Minority Commission more effective, including appointing an experienced IAS officer as its commissioner. This, he believes, would streamline efforts to protect minority rights and ensure fair treatment across various government departments.
Institutional and Legal Reforms
To combat discrimination and improve representation for minorities, Shaikh’s letter includes proposals for:
1. Formation of a Cross-Party Assembly Committee for Religious Issues: Shaikh envisions a dedicated committee within the Maharashtra Assembly, comprising members from various political parties, tasked with addressing religious issues and ensuring fair treatment of all communities, irrespective of faith.
2. Legal Protections for Working Minorities: He proposes enacting laws to protect the rights of individual workers from minority communities, ensuring they are not subject to unfair treatment in the workplace due to their religious affiliation.
Rationale and Political Context
Shaikh’s demands come in response to long-standing grievances within the minority community over issues such as limited access to quality education, job opportunities, and what he perceives as discriminatory policies. He argues that if the MVA addresses these issues, it will secure the loyalty of Muslim voters, who he believes will strongly support the MVA, as they did in previous Lok Sabha elections.
In addition to gaining electoral support, Shaikh insists these demands be prioritised and implemented within the first 100 days if the MVA forms the next state government. His letter emphasises that minority welfare policies should be seen not just as political manoeuvres but as essential steps toward building a more equitable society in Maharashtra.
Criticism of Existing Govt Initiatives
Shaikh’s criticism targets the state government’s handling of minority affairs, particularly its support for the Love Jihad investigation committee. According to him, the committee’s findings do not substantiate the claims of widespread forced conversions or interfaith coercion in marriage. The committee reported receiving over 400 complaints, yet found no evidence warranting legal action, a statistic Shaikh argues highlights the redundancy and prejudiced nature of the committee.
By advocating for the removal of religion-based admission policies in ITIs and the establishment of an interfaith resolution committee, Shaikh seeks to counter the policies he believes have fostered discrimination and division. His vision includes a more inclusive approach, fostering religious harmony and fair representation in public services and policies.
Implications for Maharashtra Politics
Shaikh’s 11-point proposal represents a strategic move to consolidate minority support for the MVA, which is crucial in a diverse state like Maharashtra. If adopted, these proposals could potentially address some longstanding grievances within the Muslim community, particularly in urban constituencies with significant minority populations, such as Bhiwandi East, where Shaikh serves as MLA.
By putting forward these demands, Shaikh positions the MVA as an alliance committed to inclusivity and progressive governance. However, the success of these initiatives depends on how other MVA leaders, including those in Congress and NCP, respond to his proposals and how they balance minority interests with broader electoral strategies.
