NEW DELHI — A Dalit youth has accused an unidentified man of hurling casteist slurs and threatening him in Mehrauli last week, alleging that Delhi Police have yet to register an FIR despite video evidence and vehicle details submitted at the station.
The complainant, Vipin Kumar Duggal, said the incident occurred on May 10 at around 5:35 pm near the residence of former mayor Satbir Singh. Vipin was returning home on his motorcycle from Duggal Market when a dispute over alleged rash driving escalated, The Observer Post said on Sunday.
According to the complaint, a man riding a black Hero Splendor motorcycle became aggressive, pushed Vipin, and used caste-based slurs. “I know you… we are Pundits, you are a rat… yes I am telling you,” the accused allegedly shouted.
When Vipin began recording the confrontation on his mobile phone, the man allegedly claimed he was an “army man” and said the police could not take action against him.
Vipin immediately called the police helpline 112 and later submitted a written complaint at the Mehrauli police station. He alleges that the accused also reached the station with associates, attempted to pressure him, and misbehaved on the premises before leaving.
Police Response Under Question
Despite providing the accused’s vehicle number, mobile number, and video footage, Vipin claims no FIR has been registered. He further alleged that the investigating officer, Sub-Inspector Naveen Kumar, did not respond to repeated follow-ups.
On May 12, frustrated by the delay, Vipin emailed the Deputy Commissioner of Police (South), Assistant Commissioner of Police (Mehrauli), and the Station House Officer seeking intervention. He has also filed a complaint with the National Commission for Scheduled Castes, alleging violations under the SC/ST (Prevention of Atrocities) Act.
When Vipin revisited the police station days later, he said the SHO denied knowledge of the case.
Official Comment Awaited
Delhi Police had not issued an official statement on the allegations at the time of publication.
The incident has raised questions about police handling of complaints filed under the SC/ST (Prevention of Atrocities) Act, which mandates prompt registration of FIRs in alleged caste-based offences.
